"If we waited three months, there's a chance of saving the trees," O'Hagan pointed out, noting that trying to replant them any earlier than September increases chances they will die. 

 "The problem with that is, what do I tell the residents who are concerned with the safety issue?" Benjamin asked O'Hagan. "I just don't know what I would say to them - 'I understand your concerns and we're addressing your concerns, but unfortunately, this won't be resolved until September?
