The National Retail Federation reported this month that U.S. retail sales, not including autos, gas stations or restaurants, increased slightly, up 0.1 percent from April to May.

May sales were 5 percent greater than sales one year earlier.

But the federation also reported slower customer spending in May. The group cited high gas prices and weak housing as potential sources of consumer caution.

Economic recovery can seem particularly weak in the Inland Empire, where May's unemployment rate stood at 13.2 percent.

Ontario Mills does not release its tenants' aggregate sales figures, but mall managers are pleased with 2011 thus far, Liles said.

"I'm not allowed to tell you, but it's very good," she said.

Watch Station, sports apparel retailer Fanzz, House of Beauty and Elegance Perfumes are other businesses that opened this year at the outlet mall.

Ontario Mills managers also expect Rockport and O'Neill, a surfware seller, to open stores by year's end.

The mall's Forever 21 store is also expected to complete an expansion from 13,000 square feet to 54,000 square feet in mid-July.
